what is the best way to apply swarovski flat back crystals to a skating dress?

I purchased a dress and plan to apply Swarovski hot fix crystals as well as flat back crystals. The skirt is chiffon so I do not want to take the chance in burning the fabric with an applicator for hot fix stones so I plan to glue them. The glue needs to be able to withstand the cold and be washed. What do you suggest?
